Understanding Your Municipal Tax Bill
Municipal taxes are issued twice per year, and each billing includes two installments, giving residents four payment dates annually.
Property taxes in the Municipality of Markstay‑Warren are calculated using MPAC property assessments, which determine the assessed value of each property.
Each year, Council approves a Budget By‑Law, which sets the municipal tax rates for that year. These rates are then applied to MPAC assessments to determine the municipal portion of your property taxes.

Billing
Billing Cycle: Four (4) installments per year.
Interim Billing: Issued in February and March (dates may vary slightly). Interim Amount: Calculated at 50% of the previous year’s annualized taxes for your property.
Final Billing: Issued in July and August (dates may vary slightly). Final Amount: Reflects any increase or decrease in your property assessment for the current taxation year, as well as the approved municipal tax rates.
Method of Payment
Residents can pay their taxes using any of the following methods:
- Pre‑Authorized Payment Plan (PAP) Payments are withdrawn automatically on the 10th or the 20th of each month. To enroll, complete the Pre‑Authorized Payment Plan Form.
- Cash Accepted in person at the municipal office.
- Cheque Payable to the Municipality of Markstay‑Warren. Can be dropped off in person or placed in the after‑hours drop box.
- Debit Available at the municipal office.
- Online Banking Add the Municipality of Markstay‑Warren as a payee through your financial institution.
- TelPay Payments can be made through the TelPay system.

Tax Calculation
Property taxes are calculated using two components:
- Municipal Residential Tax Rate
- Education Tax Rate
The municipal residential rate is the only portion that municipalities control. However, it is applied to MPAC property assessments, which municipalities do not control.
For the example shown below, the municipal and education tax rates have been combined to show the total amount used in the calculation.
