Each slice of the pie chart shows the share of funding dedicated to key areas across all departments. By presenting the budget as percentages, residents can clearly see where resources are allocated and how the municipality balances essential services, long\u2011term planning, and community needs.<\/figcaption><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The 2026 municipal budget includes a <strong>5% tax increase<\/strong>, made up of:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>3%<\/strong> for operating and capital needs<\/li>\n\n\n\n<li><strong>2%<\/strong> dedicated to long\u2011term <strong>asset management<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These investments help maintain essential services, support infrastructure, and ensure long\u2011term financial stability.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>2025 Year-End Results<\/strong><\/h4>\n\n\n\n<p class=\"wp-block-paragraph\">The municipality ended 2025 with a <strong>$159,000 surplus<\/strong>, continuing a positive financial trend. KPMG presented the 2023, 2024 and 2025 Audit at a Special Council Meeting on May 14th. Expenses rose mainly from legal fees, election costs, Escribe, Asset Management Reserve contribution and the strategic plan (90% funded by FEDNOR).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Corporate Management<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Higher Ontario Municipal Partnership Fund (OMPF) funding and continued Seniors Active Living Centre (SALC) support increased revenues. Expenses grew due to full staffing levels, software transition costs, IT procurement, and audit work.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Local Boards<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Shared services such as Police, Manitoulin Sudbury District Board, Public Health Sudbury District, and Sudbury East Planning Board saw an overall increase.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"411\" src=\"https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3-1024x411.png\" alt=\"\" class=\"wp-image-1087\" srcset=\"https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3-1024x411.png 1024w, https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3-300x120.png 300w, https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3-768x308.png 768w, https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3-1536x617.png 1536w, https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3-140x56.png 140w, https:\/\/markstay-warren.ca\/wp-content\/uploads\/2026\/06\/image-3.png 1853w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">Local boards provide essential shared services within the municipality, and their budgets are set independently of municipal control. These services\u2014such as policing, public health, and shared administrative boards\u2014are mandatory and funded through our annual levy. In 2026, local boards represent <strong>11.56% of the overall municipal budget<\/strong>, highlighting both their importance and the limited ability the municipality has to influence their costs.<\/figcaption><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Fire Department<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues increased through the Fire Protection Grant. Expenses rose slightly but were offset by the final payment of the 2013 pumper in 2025.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Emergency Management<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">No major changes for 2026; focus remains on training and preparedness.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Building &amp; By\u2011Law<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues increased with more severances and active projects. Septic permit responsibilities will shift from Public Health to Sudbury East Building and By-Law (SEBBS) later this year with anticipated new revenue for 2027.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Cemetery<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues and maintenance costs were adjusted to better reflect actual activity.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Landfill<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues were reduced to match 2025 actuals. Expenses decreased due to a lower asset retirement obligation.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Library<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues decreased as one\u2011time 2025 items are not repeated. A <strong>$20,000 donation<\/strong> will support new costs, including a new AC unit. Expenses increased due to utilities and internet, though the connectivity grant covers internet fully.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Parks &amp; Recreation<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Small increases in both revenue and expenses, mainly due to training and maintenance adjustments.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Public Works<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues increased from scrap metal, a pothole prevention grant, and equipment sales. Expenses rose due to equipment rentals, brushing, hydrant maintenance, winter control materials, a new debenture, and major repairs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Rentals<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Revenues increased with new rental opportunities, including the upcoming pharmacy and future use of the former OPP building. Expenses increased due to costs associated with 38 Rutland.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Capital Budget<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The 2026 Capital Budget includes both carried\u2011over projects and new initiatives.
