General Labourer Full-Time Position

The Municipality of Markstay-Warren presently has a need to fill a vacancy for the position of General Labourer within the Public Works Department.                                                           

Reporting to the Manager of Public Works or designate, the full-time General Labourer supports the delivery of municipal public works services by performing a variety of labour, maintenance, repair, and operational support duties across the municipality. Work includes road and drainage maintenance support, municipal property and facility maintenance, winter operations support, traffic control assistance, site clean-up, material handling, and other related duties as assigned. The successful candidate will follow all municipal policies, standard operating procedures, and health and safety requirements.

JOB DESCRIPTION

POSITION TITLE: General Labourer
DEPARTMENT: Public Works
REPORTING RELATIONSHIP: Reports to the Manager of Public Works (day-to-day direction may be provided by the Lead Hand)

PURPOSE OF POSITION:
Under the supervision of the Manager of Public Works or designate, the General Labourer carries out general labour, maintenance, and support functions for the development and maintenance of the municipal road system and other municipal infrastructure and properties. The General Labourer supports safe, timely, and efficient delivery of Public Works services across the Municipality of Markstay-Warren and performs duties in accordance with municipal standard operating procedures and all health and safety requirements.

DUTIES AND RESPONSIBILITIES:
• Consider public safety for all operations
• Ensure assigned work is completed to municipal standards and in accordance with municipal policies and standard operating procedures
• Work co-operatively with employees, casual staff, contractors, and suppliers as required for the purposes of site work, maintenance, and municipal operations
• Follow safety plans for work sites and comply with the Occupational Health and Safety Act and its regulations
• Assist with the set-up and maintenance of traffic control for work zones (signage, cones, barricades) where required
• Perform general labour tasks including shoveling, raking, brushing, debris removal, site clean-up, material handling, loading/unloading, and minor construction support
• Perform pre-use checks and basic maintenance checks on tools and assigned vehicles/equipment as directed
• Perform minor and routine maintenance tasks on tools and equipment (cleaning, greasing, fluids, basic checks) and report defects, damage, or safety concerns to the Lead Hand or Manager as soon as identified
• Ensure tools, equipment, vehicles, and work areas are kept clean and organized (inside and out where applicable)
• Ensure preventative measures against unwanted entry by securing tools, equipment, vehicles, keys, and facilities as directed (yard/garage security, locking up, proper storage)
• Complete and submit documentation in a timely manner (daily worksheets, checklists, logs, Ontario One Call paperwork as assigned, inventory forms, etc.)
• Participate in activities related to safe road services programs by assisting with housekeeping of storage areas and participating in inventory processes as required
• Assist in the repair and maintenance of water and wastewater systems through labour-related duties as required and as trained/authorized (emergency clean-ups, site support, basic maintenance tasks)
• Support continuity of operations and municipal standards when working around rented or contracted equipment by maintaining safe distances, following direction, and keeping work sites organized
• Participate in the Municipality’s winter response protocol, including yard preparation, loading materials, assisting with snow and ice control activities, and responding to storm-related operational needs as directed
• Perform labour-related duties including but not limited to repair and replacement of:
o asphalt and cold patch support
o culverts (installation support, maintenance, ditching support)
o guard-rail components
o signage and posts
• Carry out additional duties as may be required by the Manager of Public Works or designate

The General Labourer provides support in the following areas:
• Inspection and basic maintenance support for public infrastructure (roads, stormwater, parks, facilities, and municipal property) as assigned
• Road maintenance including:
o plowing assistance and winter yard support (as directed)
o sanding and salting support (loading, stockpile management, site support)
o road defect repair support
o brushing and obstacle/debris removal
• Drainage including clearing, maintaining, and replacing/supporting:
o municipal drains
o culverts
o catch basins
o bridges (labour support and site housekeeping)
o stormwater network
• Public property maintenance:
o garages and yards
o parking lots
o public buildings
o parks and cemeteries (supporting installations and heavier labour tasks when directed by Public Works)
• Landfill maintenance support
• Aggregate pit maintenance support
• Location services (Ontario One Call) support, as assigned and trained
• Garbage collection and disposal (special circumstances and as directed)
• Maintaining security of facilities and work sites to prevent unauthorized individuals from entering
• Other tasks as assigned by the Manager of Public Works

WORKING CONDITIONS:
• The General Labourer position is a year-round position and may involve outdoor work
• Exposure to severe weather conditions (snow, rain, heat, cold, flooding)
• Work is in and around municipal work sites that may include moving vehicles, machinery, noise, dust, and fumes
• Works on uneven ground, roadsides, ditches, and varying terrain
• Must be prepared to respond to difficult situations due to severe weather conditions and emergency events
• Occasional exposure to sewage odours during emergency clean-ups
• Working with dust control products/materials as required
• Occasional confrontations with the public may be encountered due to the nature of the work
• Occasional heavy lifting may be required (for example, materials handling and culvert installation support)

HOURS OF WORK:
• Summer Hours: 6:00am–4:30pm, 4-day shift between Monday to Friday
• Winter Hours: 7:00am–3:30pm, Monday to Friday, subject to:
o Shifted schedule: if weather warrants, the regular workday may be shifted to assist winter response activities
o On call / standby: may be required during winter storms or emergencies, subject to municipal practice
o Call out: 4-hour minimum to deal with an emergency
o Schedule shifts or on-call periods will be notified within 24 hours when possible; call-outs may occur with minimal notice as incidents arise
o Possibility of overtime on nights and weekends when required

REQUIRED TRAINING:
• Maintain required skills through training, courses, and workshops as directed by the Municipality
• Complete selected readings and internal training
• Participate in safety training and refreshers as required

• Chain saw operation an asset
• Other training/certifications as required by the Municipality (example: WHMIS, Book 7 traffic control, Surveying and Locating, Water and Waste Water Certification though OWWCO)

KNOWLEDGE AND SKILLS:
• Ability to work as part of a team and follow instructions
• Strong safety awareness and ability to follow safe work procedures
• Basic mechanical aptitude to identify and report minor defects/issues with tools, vehicles, and equipment
• Ability to complete basic paperwork and documentation in a timely manner
• Ability to communicate clearly and provide updates to supervisors (in person, phone, or email as required)
• Ability to operate small tools and gas-powered equipment safely (as trained)
• Ability to perform physically demanding work in varying weather conditions
• Attention to detail and ability to perform janitorial duties
• Ability to troubleshoot facility issues including basic electrical, plumbing heating, cooling and building systems.
• Ability to coordinate with contractors and relay information related to a defect.
